Rep. Mike Levin Secures $30.5 Million for Encinitas-Solana Beach Coastal Storm Damage Reduction Project through the Bipartisan Infrastructure Law

Levin Also Secures $1.8 Million for Oceanside Special Shoreline Study

Oceanside, CA -  Today, U.S. Representative Mike Levin (D-CA) announced he has secured $30.5 million in federal funding for the Encinitas-Solana Beach Coastal Storm Damage Reduction Project and $1.8 million for the Oceanside Special Shoreline Study. The U.S. Army Corps of Engineers will allocate funding from the bipartisan infrastructure law for both projects.

“I am thrilled to announce the bipartisan infrastructure law is delivering funding for two critical projects that will help protect local beaches from dangerous erosion,” said Rep. Levin. “Funding for the Encinitas-Solana Beach project will allow us to place more than a million cubic yards of sand along our beaches, which will reduce erosion of coastal bluffs, improve public safety, and expand all of the recreational benefits that come with larger sandy beaches. Funding for the long-delayed Oceanside Special Shoreline Study will similarly advance efforts to restore local beaches that have been negatively affected by the construction of Camp Pendleton Harbor. After years of advocacy along with local partners to advance these projects, I’m proud the bipartisan infrastructure law is delivering crucial funding for our communities, and I look forward to seeing the sand replenishment work begin soon.”

The Encinitas-Solana Beach Coastal Storm Damage Reduction Project involves placing 700,000 cubic yards of sand along 7,200 feet of beach in Solana Beach and 340,000 cubic yards of sand along 7,800 feet of beach in Encinitas. The project will widen the beaches to reduce storm damage, improve safety, and expand recreational benefits for the public. Rep. Levin has worked to obtain federal funding for this project since 2019, most recently securing $1.5 million in federal funding to complete the Planning, Engineering & Design (PED) phase of the project.

The Oceanside Special Shoreline Study will create a plan to mitigate erosion and other effects from the construction of Camp Pendleton Harbor and will restore beach conditions along the affected shores to the conditions that existed before the construction of the harbor. The allocated funding is intended to complete the study at full federal expense. Previously, Rep. Levin secured legislative language in the Water Resources Development Act (WRDA) of 2020 directing the Army Corps to expedite the long-delayed Oceanside Special Shoreline Study, and successfully included funding for the study in pending appropriations legislation.

Rep. Levin is also continuing to fight to finalize federal funding for the San Clemente Shoreline Project. He secured $9.3 million for the project in House-passed appropriations legislation and will continue to advocate for the final passage of that funding.
