Community Project Funding Requests
The House Committee on Appropriations is accepting Community Project Funding (CPF) requests from Members. This is in addition to the standard programmatic and language-based requests. Each Member is limited to no more than 15 Community Project Funding requests across all subcommittees for Fiscal Year 2026, and there is no guarantee that all requested projects will be funded. The House Committee on Appropriations requires Members to submit a certification that neither they nor their immediate families have any financial interest in projects they request. The final 15 CPF requests selected and submitted by Congressman Levin to the Appropriations Committee are posted below.

Project Name: Buena Vista Lagoon Enhancement Project, Oceanside, CA
Proposed Recipient: SANDAG

Request Amount: $3.25 million
Explanation of the request: This project will complete 65% design for the Buena Vista Lagoon Enhancement Project, which will enhance the biological, hydrological, and recreational values of the lagoon. This project will address increased sedimentation, invasive vegetation, declining coastal biodiversity, degrading water quality, water circulation restrictions, and vector concerns.

Project Name: Fleet Modernization, Orange County, CA
Proposed Recipient: County of Orange

Request Amount: $8 million
Explanation of the request: This funding will be used to purchase 151 specialty law enforcement vehicles, including undercover and emergency response vehicles that will support patrol investigations and undercover operations.

Project Name: San Dieguito Lagoon Shoreline Protection Project, Del Mar, CA

Explanation of the request: This funding would be used for final engineering and construction for "living levees" - gently sloped, vegetated, earthen berms constructed with native plants and natural materials - to serve as protective barriers against flooding from the San Dieguito River and coastal erosion.
