Community Project Funding Requests
The House Committee on Appropriations is accepting Community Project Funding (CPF) requests from Members. This is in addition to the standard programmatic and language-based requests. Each Member is limited to no more than 15 Community Project Funding requests across all subcommittees for Fiscal Year 2025, and there is no guarantee that all requested projects will be funded. The House Committee on Appropriations requires Members to submit a certification that neither they nor their immediate families have any financial interest in projects they request. Project Name: Buena Vista Lagoon Enhancement Project, Oceanside, CA

Explanation of the request: This project will complete 65% design for the Buena Vista Lagoon Enhancement Project, which will enhance the biological, hydrological, and recreational values of the lagoon. This project will address increased sedimentation, invasive vegetation, declining coastal biodiversity, degrading water quality, water circulation restrictions, and vector concerns.

Project Name: Bus Shelter Enhancements Project, Laguna Niguel, California
Proposed Recipient: City of Laguna Niguel

Request Amount: $1.76 million
Explanation of the request: To upgrade transit shelters in the City of Laguna Niguel to support existing transit usage as well as attract new users of all ages and abilities.

Project Name: Capo Beach Nature-Based Shoreline Adaptation Project, Orange County, CA

Explanation of the request: This project will provide for construction towards a nature-based system of vegetated dunes over the Capistrano Beach park and Doheny State Beach to raise the shoreline elevation and provide flood protection. This will act as a barrier to the LOSSAN Rail Corridor.

Project Name: Carlsbad Village Railroad Double Track Trenching, Carlsbad, CA

Explanation of the request: The City of Carlsbad, in partnership with the San Diego Association of Governments (SANDAG) and North County Transit District (NCTD), seeks to complete the preliminary design and environmental review phase for a grade separated alignment of the railroad segment that passes through Carlsbad Village and the Barrio neighborhood of Carlsbad.

Project Name: Center of Excellence in Marine Aquaculture, Carlsbad, CA

Explanation of the request: This project will involve reorganizing and upgrading to the 22,000 sq foot Leon Raymond Hubbard, Jr. Marine Fish Hatchery facility. The project will provide equipment upgrades for wet and dry lab space, and will specifically go towards equipment upgrades, contractor support, and building upgrades.

Project Name: Dana Point Harbor Rockfall Mitigation, Dana Point, CA

Explanation of the request: This project would aim to reduce and mitigate falling rock at the base of the Dana Point Harbor bluffs, which has increased in risk due to recent severe winter weather storms. The project would include an installation of an engineered mesh rockfall barrier and provide protections and broader safety for pedestrians, vehicles, and any buildings in the area near the base of the bluffs.

Project Name: Emerald Drive Complete Streets, Vista, CA

Explanation of the request: The City of Vista Emerald Drive Complete Streets Project improves safety and access by reducing vehicle speeds on a high-traffic regional connector road and includes the installation of traffic calming measures, such as roundabouts and the additional of biking and walking facilities with safe pedestrian crossings.

Explanation of the request: Lomas Santa Fe Drive provides critical access between Interstate 5, schools, community facilities, main beach access, the regional COASTER services, and San Dieguito Regional Park. This project would improve multi-modal access to Lomas Santa Fe Drive by promoting alternative forms of transportation; ensuring pedestrian, cyclist, and vehicular safety; and improving and modernizing accessibility.

Project Name: La Novia Avenue Bridge Replacement Project
Proposed Recipient: City of San Juan Capistrano

Request Amount: $2.4 million
Explanation of the request: This project would replace and widen a critical 60-year-old two-lane bridge with a four-lane bridge that includes new sidewalks, a bike lane, lighting, channel improvements, and traffic signals at Calle Arroyo and San Juan Creek Road. It would improve the San Juan Creek channel, which the bridge overpasses, by raising the bridge profile to improve flood control management. This important project will also enhance pedestrian safety and provide increased capacity to La Novia Avenue.

Project Name: Mariposa Bridge and Coastal Trail Improvement Project, San Clemente, CA
Proposed Recipient: City of San Clemente

Explanation of the request: This project will help repair the Mariposa Bridge and trail, which are used for community access and are necessary during high tides for beach patrol and emergency response to reach the "North Beach" area. Storms and landslides have irreparably damaged the bridge and trail.

Project Name: North Coast Highway 101 Beautification: Drainage Construction, Encinitas, CA
Proposed Recipient: City of Encinitas

Request Amount: $2.4 million
Explanation of the request: Construction of a 60" storm drain in North Coast Highway 101 will help alleviate historic flooding in the Encinitas community of Leucadia. This project is being constructed in phases and this next phase will extend drainage improvements further south to improve public safety and reduce impacts to residents and businesses.

Project Name: Pier View Bridge, Oceanside, CA

Request Amount: $4 million
Explanation of the request: The Pier View Way Bridge, or Pier Bridge, is the primary entrance and exit to the Oceanside Municipal Pier. Reconstruction funding is needed for to address the Bridge’s deteriorating structure, ensure compliance with modern earthquake design requirements, and protect pedestrian and vehicular accessibility and traffic.

Project Name: Ranch Water Filtration Plant
Proposed Recipient: Santa Margarita Water District

Request Amount: $4.71 million
Explanation of the request: The Ranch Water Filtration Project would create a local source of water which would account for approximately 5% of SMWD’s total water demands and approximately 20% of SMWD’s indoor demands. Implementation of this sustainable project will help SMWD reduce dependence on imported water, while concurrently meeting customers’ needs.

Project Name: Riverpath Del Mar Phase 3 Project, Del Mar, CA

Explanation of the request: This project would complete the last remaining section of the city's Scenic Loop Trail by extending the trail from Grand Avenue Overlook to Crest Canyon.

Project Name: San Diego County Shoreline (Oceanside), CA

Explanation of the request: The study will investigate mitigation for the erosion and other impacts resulting from the construction of Camp Pendleton Harbor in Oceanside, California, as a wartime measure. It will also investigate restoring the beach and the affected public and private shores to the conditions that existed before the construction of Camp Pendleton Harbor.
