The organizations listed below provide non-federal assistance or services to constituents residing in the 49th congressional district. In accordance with U.S. House of Representatives guidance, only organizations that qualify under section 170(c) of the Internal Revenue Code are included on this list.
Legal Assistance or Services
California Rural Legal Assistance
CRLA is a nonprofit law firm founded in 1966 that provides free civil legal services to low-income residents of California's rural counties. Client representation focuses on the legal areas of employment and labor, housing, education, rural health, and leadership development. In addition, they have special programs that address widespread needs in rural California.

JFS provides an array of services including nutrition assistance, economic mobility and opportunity programs, support for children and youth, adults and families, older adults, refugees and immigration.

Legal Aid Society of San Diego
Provides free legal representation, information, and advice to people in San Diego County who are low-income or may be vulnerable in other ways. This includes free legal help with civil appeals, conservatorships, consumer protection and bankruptcy, eviction defense, family law, health coverage, immigration, eviction defense, restraining orders, and more.

Jacobs & Cushman San Diego Food Bank
The food bank offers a wide variety of food and non-food related programs designed to help San Diegans in need, including emergency food assistance program, neighborhood distribution program, food 4 kids backpack program, and a diaper bank program.

Second Harvest Food Bank of Orange County
Second Harvest provides food to almost 300 Orange County nonprofits, houses of worship, schools, colleges and universities, senior centers etc. who in turn distribute food free of charge to individuals in need in the communities.

Camino Health Center Camino Health Center offers medical care, behavioral health, dental, optometry, WIC and laboratory services. There are discounts according to a sliding fee scale based upon household income and family size that are available for patients without health insurance and for patients with third-party insurance that does not cover or only partially covers fees.

Community Health Initiative of Orange County (CHIOC)
CHIOC’s mission is to connect all children, families and other adults to affordable and quality healthcare and social services.

VCC offers an array of health care and wellness services including adult and family medicine, women’s health, pediatrics, behavioral health, dental services, chiropractic care, optometry, family planning, HIV care, immunizations, teen clinic, pharmacy and health insurance enrollment services. They also have an education and outreach program to provide health information and services to the community.

Shelter to Soldier
Shelter to Soldier adopts dogs from local shelters and trains them to become psychiatric service dogs for post-9/11 veterans suffering from Post Traumatic Stress (PTS), Traumatic Brain Injury (TBI) and/or Military Sexual Trauma (MST). The program also places emotional support animals (ESAs) with active-duty military, veterans, Gold Star Families and first responders.
