Dear Neighbor,
I wrapped up my final week of House votes in Washington, D.C., for the year and I have important updates to share.
Through the countless Speaker votes, multiple Republican shutdown threats, and endless policy debates, this has been one of the most eventful years in Congress since I was sworn in. But despite all the chaos in Washington, I’ve been fighting for out district and focused on delivering results that impact you.
With that in mind, I want to share what I’ve been working on to close out 2023.
Replenishing Sand on our Beaches
Rep. Mike Levin Joins a Press Conference Celebrating the Beginning of the Sand Replenishment Project
Over the past several decades, coastal erosion has threatened our beaches, impacted our coastal bluffs, and endangered the LOSSAN Corridor – the second busiest rail corridor in the country.
When I came to Congress in 2019, I made replenishing sand on our beaches one of my top priorities.
After years of effort and collaboration, and with $9 million in federal funding I secured, the U.S. Army Corps of Engineers has begun pumping 251,000 cubic yards of sand onto San Clemente’s beach.
This project is a win for our beaches, our local economy, and our surrounding environment.
Once completed, we’ll have more space for community members and tourists to enjoy the beaches and take in the sun, which will also help support more visitors to our local businesses. This project will also increase the safety and stability of the bluffs, the LOSSAN Corridor, and our local infrastructure.

Fostering the Transition to a Clean Energy Future
Reps. Levin and Casten Introduce the Clean Electricity and Transmission Acceleration Act
To fully realize the investments Congress has made in fighting climate change, we need to commit to doubling our rate of electricity transmission expansion.
That’s why, last week, I introduced the Clean Electricity and Transmission Acceleration Act – or CETA – with my colleague Rep. Sean Casten of Illinois. Our bill will ensure that clean energy can make it from where it’s generated to your home.
CETA will revitalize our electrical grid by:
- Addressing the permitting issues holding back the clean energy transition,
- Incentivizing renewable energy development on our public lands,
- Bringing communities impacted by development to the decision-making table, and more.
These measures will ensure the efficient, equitable, and timely deployment of the renewable energy and transmission infrastructure that are essential to combatting climate change.

Passing the Annual Defense Bill
Rep. Levin Celebrates 30 Bills Signed into Law
Last week, I voted in favor of passing the annual defense package which included three of my bills to fight sexual assault in the military, support veterans transitioning to civilian life, and improve military vehicle safety.
Once President Biden signs the defense bill, I will have enacted thirty bills into law.
I’m proud to have reached this milestone in just my third term in Congress. It’s a testament to we can achieve when we come together, and I look forward to finding new ways to deliver for you.

Closing Out the Year
As we close out the year, I’m inspired by what we’ve managed to accomplish this year. While Republicans are in the House majority, and in this role are tasked with leading the House, its clear that all the progress that Congress made this year happened because Democrats stepped up and led the way.
But despite much of the chaos that has characterized this year, my priority has been—and will always be—delivering for you.
As we enter the new year, I’m as committed as ever to working with colleagues across the aisle to find pragmatic solutions that bring real results to the issues impacting California’s 49th district.
