Oceanside, CA— Today, Rep. Mike Levin (CA-49) recognized Rob Howard, an outstanding Oceanside resident, six-year Navy veteran, and recipient of this year's Dr. Martin Luther King Jr. Community Service Award, as his February 2026 Constituent of the Month.
A dedicated and compassionate leader, Mr. Howard is a champion for equality, expanding access to opportunity, and strengthening public health initiatives throughout Oceanside and North County. His work has focused on addressing disparities, connecting families to critical resources, and ensuring historically underserved communities have a voice.
Mr. Howard is especially passionate about investing in the next generation. Through mentorship, educational outreach, and civic engagement efforts, he empowers young people to develop leadership skills, embrace accountability, and pursue higher education with confidence. By creating supportive networks and meaningful pathways to achievement, he helps youth see themselves as capable leaders and changemakers in their own communities.
His unwavering dedication continues to uplift Oceanside residents, strengthen neighborhood connections, and create lasting opportunities for families across the region.

“Mr. Speaker, I am proud to recognize Rob Howard as my February 2026 Constituent of the Month.
“I have known Mr. Howard for years. He is not only an outstanding individual, but someone who supports and fights for his community in every way imaginable. It has been an honor to work with him, specifically on nuclear waste issues and the future of the San Onofre Nuclear Generating System here in California’s 49th Congressional District.
“Rob’s commitment to public service and to lifting up everyone—not just a select few—throughout Oceanside and North County has left a lasting impact on so many. He works tirelessly to ensure that members of his community have the tools they need to succeed, no matter the situation they come from.
“I know he does not do this work for recognition, but it is truly an honor to select him for this distinction, and our district is better off because of his work.”
